WhatsApp Starts Charging You on 1 October. The ₹0.11 Fee Is Not the Part That Costs Money.

TL;DR

From 1 October 2026 Meta charges for WhatsApp service messages, free since 1 November 2024, and for utility messages sent inside the 24-hour customer service window, free since 1 July 2025. In India both cost ₹0.1150 per message, with the first 1,000 service messages per phone number free every month. For a business handling 2,000 conversations a month that is about ₹1,265. The expensive change already happened on 1 August: Meta Business Agent is billed per token, which works out to roughly ₹3.82–₹4.78 per message — 33 to 42 times the cost of the same reply sent by a person. And any account without a payment method on file by 30 September stops delivering service messages entirely.

Somewhere in your WhatsApp Business account there is a line item that has read ₹0 since November 2024. On 1 October it stops reading ₹0.

Over the next ten days most of what you hear about this will come from WhatsApp solution providers, and most of it will be about that line item. It is the wrong thing to look at. The per-message charge arriving on 1 October is small enough that for a lot of Indian businesses it will disappear inside rounding. Two other things in the same set of changes are not small: a billing deadline on 30 September that can stop your replies from being delivered at all, and a pricing model introduced on 1 August that charges by the token instead of by the message.

01 What exactly changes on 1 October 2026?

Three things, two of them new charges and one of them a deadline.

Service messages become billable. A service message is any non-template message you send back to a customer inside the 24-hour window their message opened — a human agent typing a reply, or a third-party bot doing it. Meta stopped charging for these on 1 November 2024. From 1 October 2026 it charges again, per message, at the same rate as utility and authentication messages in your market.

Utility messages sent in response become billable. Order confirmations, shipping updates and the rest have been free since 1 July 2025 when sent inside an open customer service window. That exemption ends. The old trick of waiting for a customer to message you first so your utility template goes out free no longer saves anything.

A free tier arrives with them. Meta is introducing a free monthly allowance of 1,000 service messages per business phone number. There are no volume tiers for service messages beyond that; utility and authentication keep theirs.

Meta's own worked example is the clearest way to see the size of the shift. It takes one hour-long interaction — a cart reminder, a few questions answered, a handoff to a human, an order confirmation — and prices it three times:

The same one-hour customer conversation cost one charge in July, three charges from 1 August, and five charges from 1 October.

Nothing about the conversation changed. Only the number of steps in it that Meta bills for.

02 What will this actually cost an Indian business?

Here is the India rate card that takes effect on 1 October. India is not on Meta's list of markets getting rate increases or decreases this quarter, so the marketing, utility and authentication numbers are unchanged from July. The service column is the new one.

Now put a real business through it. Say you handle 2,000 customer conversations a month and your team sends an average of five replies in each — 10,000 service messages. Add 2,000 order and delivery confirmations that currently go out free because the customer messaged you first.

Subtract the 1,000 free service messages. You are left with 9,000 service messages at ₹0.1150, which is ₹1,035, plus 2,000 utility messages at ₹0.1150, which is ₹230.

₹1,265 a month. That is the whole of the 1 October change for a business running two thousand conversations.

If someone is selling you an urgent migration, a new plan tier or a "pricing readiness audit" on the strength of that number, they are selling you something you do not need. Compare it to your marketing templates, which cost ₹0.8631 each — 7.5 times what a reply costs. On WhatsApp, answering people has always been the cheap part, and it still is.

03 Why does Meta Business Agent cost 33 times more?

This is the change worth your attention, and it landed quietly on 1 August 2026 while everyone was looking at October.

Meta Business Agent is Meta's own AI agent answering on your behalf. It is a separate message category from service, and it is not priced per message. It is priced per token: $2.00 per one million tokens, covering both the AI processing and the message delivery in a single charge. Meta says one message typically consumes 20,000 to 25,000 tokens.

The Reserve Bank's reference is not the one Meta uses — it applies a daily rate to a global USD price — but the Federal Reserve's H.10 release put the rupee at 95.55 to the dollar on 11 September 2026. At that rate, $2.00 per million tokens is about ₹191 per million tokens, which makes a single Business Agent message cost between ₹3.82 and ₹4.78.

Meta's own examples land in the same place. A simple "what time do you open?" exchange runs four messages and about 80,000 tokens — roughly ₹15. A customer stuck halfway through assembling something runs ten messages and about 250,000 tokens — roughly ₹48. One awkward support thread costs more than 400 human-written replies.

There is also a currency exposure nobody mentions. If your billing country is India, your Business Agent account can only be denominated in rupees, billed by Facebook India, at the global USD rate converted at the exchange rate on the day each message was delivered. Meta does not have to raise a price for your bill to go up. The rupee just has to slip.

The case against everything above

Three things cut the other way, and they are all in Meta's own documents.

First, the 33× comparison is not apples to apples and Meta says so. A human agent costs you a salary; a third-party bot costs you an AI bill from someone else. Meta's Brazil worked example prices 1,000 AI-powered replies at about $27 on a low-complexity third-party stack, about $97 on a high-complexity one, and $40–$50 on Business Agent. Against an expensive third-party model, Business Agent is the cheaper option. It is expensive against a person or a cheap bot, which is the comparison most Indian SMBs are actually making — but it is not expensive in the abstract.

Second, "no volume tiers for service messages" sounds worse than it is here. India's first utility and authentication volume tier already runs to 25 million messages a month at list rate. Below that the tiers do nothing for you anyway.

Third, ₹0.1150 is genuinely trivial. If this post has made you anxious about the October charge specifically, it has failed. Be anxious about the token bill and the 30th.

04 What happens if you miss the 30 September deadline?

Meta's wording on this is unusually blunt. Any solution provider or directly-integrated business without a payment method on file by 30 September 2026 will have service message delivery stopped from 1 October, when those messages become chargeable.

Customers can still message you. You just cannot answer them.

For a business that runs support, order queries and pre-sales questions through WhatsApp, that is not a billing inconvenience. That is the channel going dark during the festive fortnight.

Meta Business Agent has its own version of the same rule, already in force: a payment method has been required in Billing Hub since 1 August 2026, or messages are not delivered. Until recently that meant a credit line with Meta. Credit and debit cards — Visa and Mastercard only — became available on 8 September 2026, pulled forward from the originally announced 15 September.

If you buy WhatsApp through a solution provider rather than integrating directly, do not assume this is handled. Ask them in writing this week which entity holds the payment method for your WhatsApp Business Account, and get the answer as a screenshot of Billing Hub rather than a reassurance on a call. It takes ten minutes now and it is unrecoverable on 1 October.

05 Do Click-to-WhatsApp ads still get free messages?

Yes, and this is the one genuinely good piece of news in the whole update.

When somebody messages you from an ad that clicks to WhatsApp, or from a Facebook Page call-to-action button, a 72-hour free entry point window opens. Inside it, marketing, utility, authentication and service messages are all free to deliver. Meta has left that window untouched.

Inside the 72-hour window every message you send is still free to deliver — unless Meta's AI is the one writing it.

That last clause matters. Business Agent messages are still charged for token usage inside the free entry point window. The window waives delivery, not AI processing.

The strategic read: a Click-to-WhatsApp ad just got relatively more valuable against a cold marketing template. The template costs ₹0.8631 and buys you one message. The ad costs whatever your CPC costs and buys you three days of free conversation with somebody who raised their hand. If you are running Meta ads for an Indian D2C or services business and you are not using Click-to-WhatsApp as an entry point, the 1 October change makes that gap wider, not narrower. 06 What should you actually do this week?

Six things, in order. The first one is not optional.

  1. Confirm a payment method is on the WhatsApp Business Account before 30 September. Screenshot of Billing Hub, not a verbal assurance. If you are on a solution provider, get written confirmation of whose payment method covers your WABA.
  2. Pull your last 30 days of service message volume before you believe anyone's estimate. The Pricing Analytics API returns counts by pricing category; query SERVICE. Subtract 1,000, multiply by ₹0.1150. That number is your entire October exposure on service messages.
  3. Count your in-window utility sends separately. Those have been invisible in your billing since July 2025 and are about to appear. If your order and delivery templates fire mostly after a customer messages you, this is where your increase actually comes from.
  4. If you are considering Meta Business Agent, price it per resolved conversation, not per message. Four messages to answer an opening-hours question is about ₹15. Decide what a resolved conversation is worth to you before you decide whether ₹15 is cheap.
  5. Compare your marketing template spend to your service spend. At ₹0.8631 against ₹0.1150, broadcasting costs 7.5 times what answering does. Most WhatsApp bills we look at are lopsided in exactly the wrong direction.
  6. Check whether Click-to-WhatsApp is carrying any of your Meta ad budget. If it is not, the free 72-hour window is money you are leaving on the table every month, and it gets more valuable from October.

None of this is a migration. There is no new plan to buy and no platform to switch. It is one billing check you cannot miss, one number you should measure instead of guess, and one AI product that deserves a much harder look than it is getting. The same pattern held when Google migrated Search campaigns to AI Max without emailing anyone, and when ChatGPT Ads opened in India at a ₹725 daily floor: the platform ships a change, the vendors sell urgency, and the useful work turns out to be small, specific and boring.
